

Guidelines Regarding School Closure
General Information
1. The decision regarding whether Lanzhou Oriental International Secondary School (LOISS) is to open or close is made by the Administration team of LOISS that includes the owner and the superintendent and the Lanzhou Oriental Secondary School administration team. At all times, the safety of students is our priority.
2. Any school closure announcement will be made as soon as possible. In case of emergency, the final decision as to whether to send a child to school during adverse conditions does of course rest with the parents. It may be that the school remains open, but travel is in some few parts of the city. In such circumstances, parents should use their best judgment.
3. Should an emergency occur during a school day, teachers and administrators will do their utmost to ensure the safety of all students. Teachers will carry on their normal duties and continue until normal dismissal times. Should an emergency signal change to a higher level or an emergency situation develop during a school day, please read the instructions below:
l An announcement to parents regarding closing of the school will be made as soon as possible
l Information will be transmitted to the parents by the Mass Text Messaging System
l If the school is in session students will remain on campus until the parent or their representative is available to pick up the student
l If the school day is complete all clubs and activities will be canceled, and parents will be notified to pick up the student as soon as possible
4. For emergency closures that are longer than one school day.
l Information will be transmitted to parents via the mass email system
l Parents will be advised when school will resume, parents will be advised through the mass email system
5. For emergency closures that are longer than 3 days and involve foreign teacher evacuation.
l The owner/ superintendent and administration team will notify parents regarding the emergency situation that may require foreign teacher evacuation
l Teachers will be told to prepare for evacuation by preparing all of the school closing procedures that would include both school and home preparations
l Teachers will no longer provide school work to students as the closure may affect academic requirements and the school owner/superintendent and administration team will need to communicate the plan once the foreign teachers are no longer available
l Foreign teachers will be paid for 30 days from the suspension of their duties
l All considerable support will be given to support the foreign teachers
l Students and parents will be notified about alternate arrangements that will be based on what facilities and academic requirements are available
l Alternate arrangements for students will made as quickly as possible
All injuries sustained by students must be reported immediately to a LOISS staff member. The staff member will report the incident to administration and appropriate action will be taken. There is a first aid kit located in the LOISS Administration Office. A record of all serious accidents will be kept on file in the principal’s office.
There will be 3 fire drills per school year. In the event of a fire drill:
l students will be assigned to close all windows and classroom doors
l the teacher will take a class list with him/her
l students will follow procedures and emergency exit routes as posted
LOISS Fire Procedures
Formalize procedures and guidelines for student admissions and assessment into policy.
Things you should know:
1. There are no fire alarm pull stations. If you detect a fire, you should blow your whistle loud and yell fire.
2. Fire extinguishers are located on both the 6th and 7th floors.

Alarm Procedures
1. When a faculty member blows the whistle, close all windows and doors and exit in an orderly fashion by the assigned exit.
a. Teachers are to bring their first aid kit and their attendance book.
b. A faculty member will bring the attendance records from the Faculty Room.
c. If a teacher is not in the classroom; however, there are students, one student should take the first aid kit and lead the students out.
1. Exit swiftly but do not run.
a. Maintain silence at all times to ensure you can hear instructions.
b. Teachers should be last to exit a room and check to ensure that all windows and doors have been closed.
3. Once outside, proceed to the small playing field at the east end of the school and line up in single file.
c. Take attendance and remain in one place until further instructions have been given.
4. If any students are unaccounted for, report this immediately to the Principal or Vice Principal.
5. Once the all clear signal is given, students and faculty may re—enter the school quietly.
6. All whistles blowing should be treated as real situations by all faculty, students and parents.
d. Never assume it is a drill.
In the event of a breach of security within the school (bomb threat, use of firearms, etc.) the student body will be directed by staff to safe places as quickly and quietly as possible. Staff will ensure that all students are out of the surrounding hallways and within a closed classroom. During such a situation, regularly scheduled class changes will not take place and students will not be permitted to leave the classroom. Information regarding the nature of the situation will be given to staff as quickly as possible. At the conclusion of any such event, the principal will announce an all-clear signal.
The purpose of this drill is to practice an appropriate response in the event of an earthquake.
Prior to scheduled drill, the following will be reviewed with students:
• probable danger areas.
• discuss what might fall, shatter, tip over, or break and become a source of possibly injury.
• practice getting into a location and position appropriate for the area so that this will be routine.
• review the route which is to be taken in evacuation from each specific area, and where students are to assemble outside for roll-call.
• Taking Cover: getting under or at least below a relatively solid object such as a table or desk.
• Assuming Crash Position: on knees, head down, hands clasped on back of neck, or head covered with a book or jacket with face away from possible source of flying glass, debris, or other material.
The teacher will lead students to the designated exit. The last student out of any classroom will close the classroom door. The teacher will lead students to the designated assembly area. Once there, the teacher will take attendance to be sure all students are accounted for.
The principal or vice principal will be made immediately aware of any students not in the assembly area. Teachers and students will wait until an all-clear signal comes from the principal to indicate that it is safe to approach the building.
LOISS Earthquake Procedures (DROP,COVER, HOLD)
Earthquakes happen with no warning; therefore, life-protecting actions must be taken as the first indication of ground shaking. Even in the most severe earthquakes, buildings rarely collapse completely. Injury is most often caused by the shattering and falling of non-structural elements, such as window glass, ceiling plaster, lighting fixtures, chimneys, roof tiles and signs. Keep in mind during evacuation that doors could be jammed or hallways and stairways may be blocked.
In classrooms:
l Take cover under desks or tables
l Assume ‘crash position” ( on knees, head down, hands clasped on back of neck or head covered with book or jacket)
l Hold onto furniture
l Face away from windows
l Remain under cover until shaking stops
l Count aloud to sixty, remain calm
l Go to the designated area on the grounds
l In other areas of the school:
l Move away from windows, shelves and heavy objects that may fall
l Take cover in a corner or doorway
l Halls, stairways, lobbies, music rooms, meeting rooms and areas where there is no cover available, move to an interior wall; kneel with back to wall, place head close to knees; clasp hands behind neck; and cover side of head with arms
l Library - move away from where books and book shelves may fall and take cover
l Science Labs- extinguish all flames, if possible, before taking cover; stay away from hazardous chemicals that may spill
l Outside- move to an open space away from buildings and overhead power lines; lie down or crouch because legs will be unsteady and keep looking around to be aware of dangers that may requirement to a safer spot
l In a bus or car, the driver should stop the vehicle away from power lines, bridges, buildings, and overpasses; occupants should remove any objects from overhead, stay in seats, and hold on to the seat in front.
LOISS will take direction from their host schools and the local Ministry of Education. These protocols may include mandatory testing, quarantine periods and moving to online learning. As these protocols are constantly changing, you will receive the most up to date information from your homeroom teachers when the information is given to them.
